In New Jersey, the Lead-Safe Certification Law (P.L. 2021, c.182), effective July 22, 2022, mandates that rental properties built before 1978 undergo lead-based paint inspections. The initial inspection must occur by July 22, 2024, or upon tenant turnover, whichever comes first. Subsequent inspections are required every three years or at each tenant turnover, unless a valid lead-safe certification is in place.
Inspections involve either a visual assessment or dust wipe sampling, depending on the municipality's child lead exposure rates. If lead hazards are identified, property owners must remediate them through abatement or control measures.
